Abstract
In recognition of the increasing demand for rice consumption, the Kenya Government is committed to increased rice production in the country. Sessional paper No.4 of 1986 emphasises self-sufficiency in food production. The government is thus promoting rice production and small scale provincial irrigation units (P.I.U) in several traditional rice growing areas to achieve her objective. In the 1979-83 Development Plan, rice production expansion and extension to Western, Nyanza and Coast Provinces of Kenya were suggested. The Lake Basin Development Authority (LBDA) started to assist rice farmers in Western and Nyanza Provinces by providing credit, infrastructural development, rice marketing and milling facilities. The LBDA contracted Kenya Agricultural Research Institute (KARl) to carry out adaptive research on rainfed rice geared towards development of appropriate rice production packages (Anon 1991) and in collaboration with LBDA and Ministry of Agriculture transfer those technologies to small-holders rice farmers in Western Kenya.
