Abstract
The Treaty for the establishment of the East African Community which was signed on 30 November 1999, and came into force on 7 July 2000, represents a culmination of efforts to revive erstwhile co-operation between the States of Kenya, Uganda and Tanzania. The Treaty is a consensus document derived out of lengthy negotiations between the Governments'of the three Partner States, involving the three arms of the Government, and public debates and inputs into the Treaty making process which took two and a half years.
