Abstract
This paper examines the impact of droughts on livestock and wildlife production systems in the rural district of Laikipia District. It explores the underlying ecological dynamics and links them to the management of grazing and water resources governed under different legal regimes. The conflicts in the administration of the latter are synthesised in the perspective of emerging issues and concerns. Changes in natural resources use which came to prominence in the 1999-2000 prolonged droughts, are synthesised and a proposal made for the introduction of an integrated management of rangelands. The overall argument is centred on the need to evolve responsive policies to functionalise coping strategies for livestock - dependent communities as well as commercial ranchers in the study area.
