Abstract
The Ministry of Agriculture is responsible for the implementation of irrigation programmes. The activities of the Irrigation and Drainage Branch and Provincial Irrigation Unit are geared towards the promotion of smallholder irrigation development. However, irrigation programmes might vary considerable. Some of them require extensive feasibility studies, time consuming procedures for the acquisition of funds or materials and specialised manpower to implement them. I'10reOver, many smallholder irrigation schemes initiated in the past have become failures. Experience obtained with pump-fed smallholder schemes are negative most pump-fed DDC schemes collapsed, while those that survived are generally subsidised. pump-fed smallholder schemes have proved to be economically non-viable mainly due to their high operational costs. They are in general not to be recommended.
