The Council for DLCO-EA at its second Regular Session held in Arusha, Tanzania, 24th-28th April 1963, by unanimous vote elected Kenya to provide once again its Chairman for the year beginning 1st July 1963 and ending 30th June 1964. Due to the importance of the negotiations which remained to be completed before the Organization could finally establish itself at its Headquarters in Dire Dawa, as required by the Convention, as well as those due to the growing wish of Member Governments of the Organization that it should be re-established w1thin the framework of F AO, the Minister for Agriculture, Kenya, the Hon. B. R. McKenzie, D.S.O., D.F.C., M.P., M.L.A., decided himself 110 take the Chair and to convene as soon as possible a meeting of the Council to be held at Ministerial level. At the invitation of the Government of Uganda the meeting was held in Entebbe, Uganda, on 18th September 1963, and was attended by Ministers for Agriculture of Kenya and Uganda, and Ministers Plenipotentiary from Ethiopia, France, Somali Republic and Tanzania. In accordance with the Relationship Agreement which had been accepted by the FAO Council at their meeting in June 1963, the Chairman invited representation by FAO in an observer capacity. Having decided that it was now possible to establish the Headquarters of the Organization in Dire Dawa, Ethiopia, in accordance with the provisions of the Convention, .the Council instructed the Director to proceed immediately and expressed the hope that the move would be completed in 1963. The Council also appointed Mr. Mohamed Abdi Ghelle as an Associate Director of the Organization. The most important item on the Agenda of the Council was, however, the further evolution of DLCO-EA within, the framework of FAO and, in this connexion, the Council welcomed the acceptance by the F AO Council of the Relationship Agreement between FAO and DLCO-EA, and the steps being taken to bring the intention expressed in this Agreement, namely the re-establishment of DLCO-EA within the framework of FAO, before the FAO Conference which was due to meet in November 1963.
