Abstract
The recommendations of the Settlement Committee, formed as a result of Major Cavendish-Bentinck's motion in Legislative Council, are the first concrete proposals for attracting newcomers to the European Highlands since the Soldier Settlement Scheme, and go very much further than the latter. As this is a review and not a resume, it must be assumed that the Report has been read, as indeed it should be by anyone who professes to be interested in the development of the Colony.
