Abstract
There are several important links between the structural adjustment process and the state of Kenya's research systems. First, many of the structural adjustment programmes implicitly assume that there is a ready supply of agricultural technology and that farmers are operating well below their production possibility frontier. Therefore, some say that by improving the agricultural incentives environment, agricultural supply growth will be strong and swift. Although ex post evaluations suggest that the farmer supply response to improved price regimes is positive, it has tended to be rather weak, partly because of the absence of available suitable technology
