Abstract
Since the 1950s many changes have taken place in rural development goals, strategies, and approaches. The past four decades have witnessed the continuous search for strategies and approaches which could adapt to the rapidly changing economic, political and social conditions in many developing countries. During the same period governments development planner' perception of the development process has shifted from a relatively simple process of transferring technology and capital into the rural areas, to the complex view of process of social transformation which requires people's participation for its sustainability.
