Abstract
It is well recognised in all national development plans and policies in Kenya that agriculture remains the backbone of the national economy. Furthermore it has been established that over the last four decades, economic growth in the country has followed the same trend as agricultural growth. In other words, when agriculture grows, the national economy also grows and vice versa. Past experience shows that poor agricultral policies, low investment in agriculture and lack of serious attention to agricultural related subsectors results in poor economic performance. It is for this reason that the poverty reduction strategy and the current development plan put major emphasis on developing good agricultural policies as well as increasing investment in agriculture and related subsectors.
