Abstract
Agricultural production is a major concern for many developing countries as it is the answer to the problems of food security, employment and economic development. The sector must meet the challenges of the ever increasing population and their demands for goods and services. ( Kenyas population growth rate was 3.5%, 1989 ). Traditionally, Kenyas' agricultural sector has received great attention as reflected in her development plans since independence. Alot of investment has been allocated to agricultural education, research and extension. Much emphasis has been put on human resource development. However, workforce building phase is well underway or even completed in some staff categories. Emphasis must now shift towards efficient utilization of available resources especially the trained personnel to implement the agricultural policy and ancillary development policies.
