Abstract
For many years, KARl has been grapling with the problem of finding the best way to set priorities for its various programmes. Concerted efforts were therefore made recently to standardize the methodology for priority setting for the various progranunes . The economic surplus method was adopted and has been done for the wheat and maize programme. This report is part of that exercise which will enable us in the end to prioritize among our various KARl programmes. During Phase 1 of NARP and most of NARP II the priorities for the National Horticultural Research Programme were based on the scoring method whose findings are compiled in the proceedings of the National Horticultural Review Workshop (May, 1991). It is hoped that the major improvements in refining the prioritization process using the new methodology has clearly focused the priority areas described in this document.
