Abstract
The year was in many ways an acid test for the newly created East African Community. The transition from the E.A.C.S.O. was characterised by efforts on the part of all concerned to implement the various provisions of the Treaty for East African Co-operation. The most outstanding feature was the decentralisation measures and re-Iocation of the headquarters of the various Departments and Institutions of the Community as is provided under Article 87 of the Treaty.
