Abstract
Billions of dollars invested in irrigation in present decades have had disappointing results. Rarely have projected benefits in well-being or production been achieved, measured in terms of improvement of community livelihoods. In the recent past, more money is being spent on rehabilitation, canal lining, on-farm development and farmers' organisation. However, what remains of concern is whether the intended beneficiaries are still reaping any meaningful benefits
