Abstract
The terms of reference of the International livestock Centre for Africa (ILCA) included inter-disciplinary research into livestock production systems. As an initial step, states of knowledge reports and baseline studies which were to be carried out 'and to be followed by analytical phases to identify constraints and possible solutions to any constraints identified. The effects of development projects, and the response of traditional livestock owning groups to development processes were also to be examined. It was accepted that the monitoring (in this context a period of continuous study) of development programmes needed to receive priority as such programmes were, in effect, large scale trials which could not be reproduced within more conventional research programmes on experimental stations.
